Patent bar lobbied Bush for Rio stance
Article Abstract:
The opposition of intellectual property attorneys was an important factor in President Bush's refusing to sign the Convention on Biological Diversity at the Earth Summit in Rio de Janeiro in June 1992. Michael W. Blommer, executive director of the American Intellectual Property Law Assn, stated that agreeing to the treaty's treatment of technology transfer would undermine views on compulsory licensing and coerced sale of intellectual property for which the US has long been fighting in GATT negotiations.

A tour of the US by Chinese patent office chief Gao Lu-Lin and four top aides stopped first at a Seattle meeting of the American Intellectual Property Law Assn. Gao spoke on the progress China's patent office and litigation system have made, and their differences from the US system. Patent protection in China lasts 15 years, and the application process is faster and cheaper than the US's. The country has become much more serious about the issue, prosecuting offenders, but courts still lack uniformity.

PTO cuts spark anger: practitioners say proposed trims will mean slower patent service
Article Abstract:
The intellectual property bar and the business community are concerned about proposed US Patent and Trademark Office budget cuts. Observers predict that fewer patents will be issued if the number of examiners is cut, with the end result being a patent office loss in revenue. Representative J. Howard Coble has introduced pro-Patent Office legislation such as HR 400, which would make the office a free-standing, user-funded government corporation akin to the Tennessee Valley Authority.
