Possibilities for expansion of the Migratory Bird Treaty Act for the protection of migratory birds

The author proposes legislative changes aimed at expanding the protection of migratory birds under the Migratory Bird Treaty Act. Heavier fines, the addition of poisoning to the list of prohibited activities, and a requirement that government agencies comply with the Act are suggested.

The viewpoint of an environmental historian on the Middle Rio Grande River is given. Events such as the damage wrought by the 1941 flood are mentioned, but politics is claimed to be the greatest obstacle to the rehabilitation of this river.

The author discusses the debate over the amount of old-growth forest habitat needed to maintain Northern Goshawk populations in the Southwest. Forest planning criteria addressing ecosystem management on a regional basis are recommended.
