Product ban versus strict regulation: The case of trichloroethylene use in Sweden and Germany
Article Abstract:
The two legislative approaches of risk management based on strict technical standards in Germany and a general ban in Sweden are analyzed, where both approaches induced significant reduction of total trichloroethylene emissions from the metalworking industry. The results suggest that German policy intervention based on restrictive technical standard lead to more favorable ecological results and at the same time is able to effectively and efficiently reduce workplace exposure.
