Burying Caesar: replacement of the veterans appeals process is needed to provide fairness to claimants

The author contends the veteran's appeals process in the Federal Circuit lacks accuracy, efficiency and accountability and should be replaced with an appeals process similiar to the Social Security appeals model. Federal Circuit veterans cases are outlined.
