Article Abstract:

Such a system is compared to the present intellectual property rights system of patents and copyrights. It is concluded that a system in which innovators could opt for either intellectual property rights or rewards would be optimal.

Article Abstract:
A study of the effect of mandatory seat belt laws on driver fatalities in Canada is presented. The theory that such laws will not lead to offseting behavior by drivers is tested. It is concluded that there is some offseting behavior by drivers, as seat belt laws have lowered fatalities at a lower rate than expected.
