Barry Nagler, the vice president and general counsel of Reebok International Ltd, heads a department of 12 attorneys and 11 legal assistants. His network of investigators is also important since one of the department's big tasks is eradicating counterfeiting. The legal department is divided into practice groups, with the intellectual property group the largest. The department's budget is $10 mil, which includes the money spent on outside counsel. One of Nagler's cost-control techniques is having a high paralegal-to-lawyer ratio.

Richard J. Agnich, the senior vice pres, secretary and general counsel of Texas Instruments Inc, heads a department of 90 attorneys worldwide and likes to spend 75% of his budget on inhouse lawyers. With outside counsel he prefers the to ask them to help find ways to reduce his costs without decreasing their profit and does not like them to be set on their own payment structures. Agnich joined Texas Instruments in 1973 after returning to Texas from work as a government lawyer in Washington.
