Salvaged water: the failed critical assumption underlying the Pecos River Compact
Article Abstract:
The Pecos River Compact between Texas and New Mexico was founded upon a false assumption about the amount of water that could be salvaged. The Compact was signed in 1948 to guarantee water allocations for the two states, and it assumed an increase in water supply through the eradication of salt cedar trees, thus salvaging wasted water. However, the eradication program failed to deliver an increase in water supply, and water shortages have resulted, providing a lesson in environmental assessment.

Legal regime for use and protection of international watercourses in the Southern African region: evolution and context
Article Abstract:
The author reviews the recently signed Revised Protocol on Shared Watercourses in the Southern African Development Community. He examines the water management problems which led up to it and how it attempts to solve them. He also compares it to the United Nations Convention on the Law of the Non-Navigational Uses of International Watercourses.

The authors contend that the compromise which led to the scaling down of the Animas-La Plata Project water project was consistent with the federal government's obligations with respect to endangered species in the San Juan River Basin, environmental law, and native American tribes.
