Article Abstract:
Whether the Violence Against Women Act gives women the right to sue their attackers or crosses the structural limits on congressional power contained in federalism is discussed. This issue will be decided in United States v. Morrison, a case pending in the US Supreme Court.

Booster for state immunity? Court expected to strengthen shield against federal laws
Article Abstract:
The US Supreme Court will use its 1999-2000 term to again consider whether state sovereign immunity is a fundamental principle of constitutional law, as the article makes clear. The court has granted certiorari in two cases reflecting this issue, Kimel v. Florida and United States v. Florida Board of Regents. The author also summarizes other issues the court will consider this term.
