Small EPA changes can yield big results
Article Abstract:
EPA agents' effectiveness could be improved by encouraging them to work with companies to generate compliance rather than rewarding only enforcement cases. The current reward system encourages agents to prosecute companies that are not intentionally failing to comply with regulations but rather are confused about the requirements for compliance. A working relationship between companies and regulators could improve compliance and generate the information necessary to reform burdensome, confusing regulations for which compliance is unnecessarily complex.

Democracy demands laws we understand
Article Abstract:
President Clinton should think about making administrative agencies more accessible as part of his campaign to revitalize government. He could do this by issuing an executive order requiring agencies to comply with that part of the Administrative Procedure Act which states that any interested person can petition for new rules, their amendment or their repeal. Clinton should also require that all rules be written in language understandable by a college graduate. This would reduce the need to hire lawyers to help interpret rules.

EPA needs reshaping but not wiping out
Article Abstract:
Changes in the Environmental Protection Agency's authorizing legislation and in its regulations could greatly improve efficiency and either save money or provide more benefit. Attacks on the EPA with the idea of eliminating it are foolish and unpopular with voters. Instead, let Congress be responsible for setting performance standards, and allow the EPA to use innovative, creative control strategies, to write just one permit per facility, to supervise rather than regulate, and to help small businesses comply.
