Squaring off against delinquency; ABA calls for maintaining meaningful federal role in juvenile justice system
Article Abstract:
The ABA is trying to persuade the US Congress to continue federal funding for the Office of Juvenile Justice and Delinquency Prevention and to keep federal mandates to states on the treatment of juvenile delinquents. These federal funds underwrite a network of juvenile-justice advisory groups and services for juvenile offenders. They also encourage public-private partnerships. Rep Bill McCollum is sponsoring a bill to replace the juvenile delinquency office with the Office of Juvenile Crime Control, with a budget of $500 mil. The bill would also abolish the mandates and provide for the prosecution of juveniles as adults.

Article Abstract:
The ABA and its Section of International Law and Practice plan on much action on international legal matters during the 105th Congress, which opened in Jan 1997. These include creating a permanent international criminal court, trying to obtain assurances from the Congress and Clinton that the US will pay its assessed United Nations dues, urging support for the International Monetary Fund and the World Bank and urging the ratification of certain international treaties.
