The extent to which the European Commission (EU) meets its stated objective of promoting human rights and democratization in third countries is analyzed. An emphasis is laid on the region's oil and gas wealth and its potential role for Europe's energy security, tempting the EU to refrain from the employment of strong instruments like negative conditionality or even sanctions.

The European Commission's Strategy on the relations between the European Union (EU) and Africa is examined. The innovative factors of the Strategy herald positive developments between the two but a number of difficulties relating chiefly to the potential for policy incoherence will need to be overcome.
