Article Abstract:
Robert Kirkman was a district judge in Oregon from 1984 until his resignation in Jan 1991, after the Commission on Judicial Fitness and Disability recommended his removal on the basis of having committed bigamy, forging divorce papers and making false statements in a marriage application. The Oregon Supreme Court affirmed the Commission's recommendation for disbarment after concluding that the crimes were not victimless and reflected a serious lack of trustworthiness on the part of Kirkman.

Colorado District Attorney Victor Reichman was disciplined by public censure for his participation in a staged arrest in connection with an undercover drug investigation. The plan was for an undercover police officer to be arrested to improve his credibility, but for charges to be dismissed because of an illegal search. Statistics are also given showing increased activity in Michigan's disciplinary system, including a 70% increase in cases filed against lawyers over the previous year.

Richard Heilprin, a Wisconsin attorney, has been suspended from practice until he can demonstrate that he no longer suffers from a personality disorder which caused him to behave in a sexually inappropriate way towards two clients. The director of the Wisconsin Board of Attorney's Professional Responsibility stated that the judges broke new ground in sexual harassment law by finding that attorney misconduct included sexual harassment of clients.
