The first two sessions of the UN Preparatory Committee on the Establishment of an International Criminal Court
Article Abstract:
The UN Preparatory Committee on the Establishment of an International Criminal Court met Mar 25-Apr 12 and Aug 12-30, 1996, to address issues related to the creation of an international criminal court. There is a need for an international criminal court to try cases involving crimes that the states are unable or unwilling to bring to justice. Few developing countries were involved in the Committee, partially because of finance issues and so a UN trust fund could be established. Crimes requiring an international court include rape as a war weapon, systematic torture and mass expulsions.

The third and fourth sessions of the UN Preparatory Committee on the Establishment of an International Criminal Court
Article Abstract:
The UN Preparatory Committee on the Establishment of an International Criminal Court may complete its goal of establishing an international criminal court by the end of the 20th century. Delegates greatly anticipate reaching the long-sought goal, but questions about the effectiveness of such a court remain. Delegates need to decide whether Security Council nations can veto court decisions, how independent a UN prosecutor can be, and how much power the court will have to enforce jurisdiction.
