Beware the Ides of April; changes in effect for the new tax season
Article Abstract:
The Omnibus Budget Reconciliation Act (OBRA) of 1990 contains a number of changes affecting taxes for 1991 income. OBRA adds a new top tax bracket of 31 percent, places limits on some itemized deductions, changes personal exemptions, establishes a higher alternative minimum tax, caps capital gains tax at 28%, eliminates consumer interest deduction, establishes taxpayer identification numbers for children over age two claimed as dependents, and requires more accurate estimation of taxes from those exempt from withholding.

Investors willing to take greater risks can find higher yields than are available from money-market funds or certificates of deposit. Investment instruments in this category include EE savings bonds, Treasury notes and mutual funds, corporate bonds, preferred stocks, Ginnie Mae certificates, utility bonds, closed-end government or corporate bond funds, high-yield stocks and bonds, and real estate investment trusts.
