An untested remedy for abused women; some say new law will burden federal courts, provide divorce bargaining chip
Article Abstract:
The Violence Against Women Act (VAWA), signed by Pres Clinton in Sept 1994 as part of the new crime bill, makes certain sex-based offenses against women federal civil rights violations, allowing for legal fees and both compensatory and punitive damages. Interstate stalking is also a federal crime under the VAWA. Experts are sure the law will impact domestic relations cases, even though it does not give federal judges jurisdiction in these areas. The law could become a bargaining chip in divorce cases.

Long-range plan would cut federal cases; draft report warns of a 'nightmare' future if recommendations ignored
Article Abstract:
The US Judicial Conference's Long Range Planning Committee has issued a draft report with proposals for coping with diminished budgets and increased congestion in the federal courts. Proposals include limiting federal diversity and criminal jurisdiction, limiting the growth of the federal judiciary, experimenting with the 'loser pays' approach and increasing the use of alternative dispute resolution and administrative hearings.
