Torn by tort reform; coalition of big and small business breaks up over diverging interests
Article Abstract:
A coalition of big and small business trying to rein in tort law has broken apart over the failure of S648, a bill capping punitive damages for businesses with fewer than 25 employees and annual income of less than $5mil. The Civil Justice Reform Group, the big-business concern working against the bill, felt it was open to federal pre-emption of gains made in certain state tort laws, with the small business group arguing that it was protective of these concerns.

EPA steps in to clear the air; environmental racism charged in challenge to location of chemical plant
Article Abstract:
Residents of Louisiana's St. James Parish charge environmental racism in the construction of a plastics and chemical plant in a disadvantaged neighborhood already home to 11 chemical plants. In Sept 1997, the EPA stated it would investigate whether the location of the Shintech Inc. plant violated the Civil Rights Act of 1964. The neighborhood is over 80% African-American and almost half of residents are below the poverty line.
