Tough, smart and tenacious; colleagues on Zoe Baird
Article Abstract:
Attorney-general-designate Zoe Baird's experience has been in corporate law, and her reputation there is that of an excellent manager who leads by inspiration rather than command. Some opponents emphasize her lack of criminal law experience, a possible pro-business bias and agreements with employer Aetna Life and Casualty Co's advocacy of tort reform, but her backers feel there is no need for worry. Before becoming general counsel of Aetna, Baird's experience included the Office of Legal Counsel at the Carter White House, O'Melveny and Myers and General Electric's legal department.

Branches try to communicate; Congress and the courts
Article Abstract:
The Governance Institute, a Washington, DC think tank, has started a project to improve communication between the legislative and judicial branches without impairing the separation of powers. The Institute would like the Congress to be informed when judges have trouble interpreting their statutes. A pilot version between the US Court of Appeals for the District of Columbia Circuit and the House of Representatives began in May 1992. The Senate was added to the project in Oct, and the 1st, 3d, 7th and 10th Circuits will probably also join.

Many critics mistrustful of any possible conflicts for attorney/lobbyists
Article Abstract:
Public interest advocates are worried that the appointment of a number of attorney-lobbyists to President-elect Bill Clinton's transition team contravenes his campaign promise to stop doing business as usual and govern with the American people's best interests at heart. Transition team insiders defend the practice, saying Clinton's strict lobbying bans for ex-government employees will avert any conflicts of interest. The attorney-lobbyists include Samuel R. Berger, Sylvia DeLeon and Ronald L. Plesser.
