WTO liberalizes telecom economy; sectoral privatization and increased competition may lead to greater worldwide access
Article Abstract:
World Trade Organization (WTO) negotiated commitments in 1998 to liberalize supply and ownership of global telecommunication services and equipment. The commitments range from opening the cross-border supply of telecommunications services to the establishment of foreign-owned and -operated independent telecom network infrastructure. The European Commission has become the moving force in developing an international charter for global telecommunication policy. The European Commission wants the charter to include all aspects of electronic commerce, concerned that fragmented regulation could hinder the development of an online economy.

Captives represent attractive alternatives; with the softening of regulatory standards, these flexible forms have spread to smaller firms
Article Abstract:
Captive insurance companies have become a major force in the insurance industry and offer more alternatives than ever due to less burdensome regulation in the US and offshore. A captive is usually paired with a fronting insurer, and a "single-parent" captive represents the most familiar form, with other forms including agency captives, group/association captives, and reciprocal retention groups. Pertinent legal issues and risks as well as benefits are discussed.
