Washington gets amendment fever: the 'new federalism' has Congress and the Supreme Court debating first principles
Article Abstract:
Congress and the courts are wrestling with a remarkable range of issues concerning constitutional values and meaning and the proper division of powers among the branches of government. Influential factors include a groundswell of antipathy for the federal government, countered to an extent by the reaction to the OK bombing; and Republican control of both houses of Congress, leading to both sincere and politically motivated proposals. Many issues contain elements counter to their apparent tendency, such as the line-item veto.

Supreme Court on a Horn (Island) of a dilemma
Article Abstract:
U.S. v. Beggerly challenges federal government claims that it, rather than the Beggerly family, owns Horn Island, MS and that the government has owned the island since the Louisiana Purchase of 1803. The Beggerly family argues that the agreement to sell to the government in 1975 was made reluctantly and that government cancellation of the contract and argument that it had owned the land since the Louisiana Purchase amounted to a taking.

Group pushes libel law reform; is uniform code near?
Article Abstract:
The National Conference of Commissioners on Uniform State Laws is lobbying for the Uniform Defamation Act, a streamlined libel law with vindication or limited damages as possible remedies. Punitive damages would no longer be available. Online information retrieval and data bases are also covered under the act.
