Zero down and zero later - the problem of collection: a comparison of procedures under state collection law, the Bankruptcy Code, and the Internal Revenue Code
Article Abstract:
Variations in debt collection under the state laws, bankruptcy law and Internal Revenue Service policies are discussed. Any reform which mandates IRS collection standards for purposes of bankruptcy will hurt debtors and have little effect on unsecured creditors in most bankruptcy cases.
