Zero hour for Hong Kong: as China prepares to take the territory back from Britain, many fear democratic reform will fade as the Chinese exert their own brand of leadership
Article Abstract:
The reunification of China and Hong Kong could lead to a loss of democracy among Hong Kongers. China's 1989 crackdown on democratic dissidents has made many fear China will strip away Hong Kong's democratic institutions, even if economic freedom is permitted to continue as some observers predict will happen. The Basic Law enacted for governing Hong Kong would allow the Chinese government to crack down on anyone it considers subversive.

Uncertain outlook: ABA team members differ on Hong Kong's fortunes under Chinese rule
Article Abstract:
Members of an ABA Section of International Law and Practice, having visited Hong Kong in Mar 1997, differed on whether or not Hong Kong's legal system and democratic institutions would be ruined or maintained under Chinese rule. Some members said the Chinese would erode the traditional rule of law in Hong Kong. Others claimed the Basic Law, which will be used to govern Hong Kong beginning in July 1997, would protect human rights.
