Channel 4 cross subsidizes some programmes that earn between 6% to 8% ratings each that cost it about [pounds sterling]100 million a year. A new concept, stealth public service broadcasting (PSB) was mooted to describe a documentary that comes up immediately after a popular show. Strictly Come Dancing on BBC1 drew 6.5 million viewers against ITV1Es The X Factor with 7.2 million.
