Political broadcasting - network free time for presidential candidate
Article Abstract:
The major TV networks will be providing 1996 presidential candidates with free broadcast time, following the FCC's resolution of issues surrounding equal opportunity access and third party candidates. The FCC, which must allow broadcasters maximum discretion while encouraging overall political coverage, has determined that the networks' proposals meet new event broadcast criteria without separate consideration of third party candidates. Local affiliates can air network election programming without offering equal opportunities to other candidates.

The FCC requires broadcasting stations maintain certain files generated during the election season, including candidates requests for air time, records of free time given to candidates, and information concerning organizations which pay for election spots or political broadcasts. A stations' public files must include memos, logs, and rate cards concerning the election season. Political files must be kept for two years and the FCC can request to review these documents under certain circumstances.

Fox, ABC, CBS, and NBC submitted proposals on free air time for presidential candidates during the 1996 campaign. The major networks' proposals are based on FCC precedent in news and election coverage. By contrast, the Fox proposal to broadcast one-minute position statements is a departure from traditional FCC determinations. The role of network affiliates is also discussed.
