Outlook poor for regions

Ray Fitzwalter Associates and other Independent Television (ITV) licence-holders complain that despite promises, their regional productions are a low priority with ITV executives. During the 1990's, the budget for typical regional half-hour shows sometimes dropped from 25,000 pounds to as low as 5,000 pounds.
