The model in the US and Canada where there are privately regulated monopolies in which private corporation are given an exclusive license to manage the network and provide the required telecommunications is described. There are swings of involvement in shaping the information and communication technologies of the past and the future by using technologies like mechanisms of freedom.

The policy objectives of a Sweden's government bill, in a study of information and communication technology (ICT) used among Swedish working-class citizens are highlighted. This bill focused on Sweden's aim of becoming an information society for all its citizens.
