British theories of the press in the late 19th and early 20th centuries are discussed. Topics include the educational ideal of the mid-Victorian period, the commercialization of the press, news versus opinion, the press as 'representative' of the people, and the presentation of the commonplace.

The author takes exception to Hamid Mowlana's characterization of Islamic culture as being homogenous. Basing his theories on the experiences of the Iraqi people with media, he denies the diversity of other Muslims.
