Imposing distributions deals on independents and grabbing an unfair share of secondary rights are the two accusations on BBC when the new defunct Independent Television Commission first conducted its programme supply review in 2002. Although big changes are afoot at BBC Worldwide, it is doubtful whether rival distributors are right to be dubious.

Final chapter for Hutton
