Article Abstract:
A Congressionally chartered panel led by former Rep. Tillie K. Fowler with the task of reviewing procedures at the U.S. Air Force Academy following allegations of sexual assault upon female cadets found several systematic problems with the way the academy is managed. Many of the problems studied can be traced back to lack of sustained attention when evidence of problems emerged in the past.

The Air Mobility Command Chief on February 10, 2005 grounded 30 C-130E aircraft, while another 60 C-130s were placed on restricted flight status in an effort to minimize wing stress and increase the safety margin. In other news, Air Force SSgt. Ray Rangel and three others died February 13, 2005 while attempting to rescue US troops from a canal in Balad, Iraq.
