The US aerial surveillance reported Soviet ships loaded with military cargo-such missiles moving towards the Cuba island while it also received reports of sightings by ground observers of Russian-built MiG-21 fighters and 11-28 light bombers. President Kennedy in his address to the nation claimed that any missile fired from Cuba would be treated as a Soviet attack on America.

The rationale behind the 12th edition of the Air Force Doctrine Document 1-AFDD1 published in November 2003 and some of its provisions are discussed.
