Article Abstract:
Caspar W. Weinberger, one of the longest serving Secretaries of defense and architect of the Reagan Administrations military buildup of the 1980s oversaw the reconstitution of the US military after the so-called 'hollow force' ear following the Vietnam War, presiding over the spending of more than $2 trillion to upgrade American conventional and nuclear forces. Reagan presented Weinberger with the Presidential Medal of Freedom, the US's highest civilian decoration, in 1987.
