Lt Gen Juha Kainulainen, chief of the Finnish Army, said peace support operations (PSO) have been the most visible part of the Army's international activity. Kainulainen added that the SFOR and KFOR missions have proven the feasibility of using multinational forces in international crisis management. He pointed that the Finnish Defense Forces started the training of rapid deployment forces in 1996, which are capable of carrying out international crisis-management functions.

Brig Gen Ilkka Kyla-Harakka, chief of war material of the Finnish Army, said the high costs and development times in defense procurement can be avoided through good planning and cooperation between the different parties. Kyla-Harakka added that it is easier to focus on the essentials of development work when the user requirements are complete and detailed. He believed that multinational projects result in the joint use of technology and savings in time and money.
