GAO, DOD at odds over IRCM systems
Article Abstract:
The GAO has proposed to the DOD an immediate selection of either the DIRCM or the ATIRCM so as to obtain significant savings. Although agreeing with the GAO's recommendation, the DOD argued that two programs must be performed first to address the major areas of difference between the two systems. The DOD also stipulated that the IRCM process is indeed required based on the combat loss of an AC-130 to an IR surface-to-air missile during the Operation Desert Storm. Current developments on the competing IRCM systems involve testing for applicability on small rotary-wing helicopters and on the AC/MC-130s.
