Article Abstract:
The Interagency process where the Defense Department, the State department and other, formal agencies work together is like a discordant orchestra and the government needs to improve the process to win the long war against terrorism and in the greater Middle East. Even as individual instruments have sometimes performed well, victory in the long would result from the successful orchestration of all instruments of the US power.
