International non-proliferation officials along with the US officials are investigating the case of an international smuggling syndicate headed by a Pakistani scientist that provided many countries with nuclear weapons technology. Top ranking officials in the International Atomic Energy Agency feel that for any export control of nuclear weapons to be effective, all member countries must sign a treaty and a system of national accounting must be in place.
