Mr. Vecdi Gonul, the National Defense Minister of Turkey, gives his views about the duties and responsibilities of the National Defense Ministry (NDM) in the overall framework of the national security and defense policy of Turkey. He describes about the ways the defense budget is planned and defense procurement programmes are financed.
