Expansion of US-flag merchant marine would be a huge financial boon to the US economy: only 3% of the nation's oceanborne cargo travels on American ships. Regulatory issues for 2001 include reform og the Jones Act (Merchant Marine Act of 1920), and shifting Interstate 95 truck cargo to the parallel sea lanes.

The various problems and challenges faced by the United States (U.S.)-flag Merchant Marine are described. Steps are being taken for improving the U.S. maritime security and sustaining the U.S.-flag Merchant Marine to make them capable of serving as the naval and military auxiliary during the time of war or national emergencies.

U.S.-Flag fleet faces major problems
Article Abstract:
The US merchant marine fleet is down to 259 ships with 119 of it involved in domestic shipping operations, 36 on government work and only 104 ships engaged in international trade operations. Forty-seven of the 259 US-flag merchant vessels receive $2.1 mil annually as assistance under the Maritime Security Program that provides operators with financial aid to offset high operating cost and compensation for the crews. However, ship retirements will greatly affect defense strategies and cut sailor's exposure to marine operations.
