Russia, with its biowarfare programmes and worsening avian flu and AIDS/HIV health crisis, is posing a potential threat to the rest of its world. It is increasingly likely that, avian flu will spread from Russia to Europe, including a strain that can affect humans, and Russia's biowarfare program would threaten to drive instability in Moscow's near strategic area.
