Article Abstract:
Pres Clinton presented in Feb 2000 his proposed defense budget for Fiscal 2001. The proposed budget is composed of $291.1 billion in budget authority and $277.5 billion in outlays for Dept of Defense programs only. The total national defense program budget request amounted to $305.4 billion in budget authority and $291.2 billion in outlays. Budget authority is the amount of new expenditures that the government is authorized to incur while outlays are actual expenditures, some of which were authorized in past years.

The Fiscal 2007 defense budget presented by the US President George W. Bush in February 2006 requests $439.3 billion in budget authority and $503.1 billion in outlays for the direct program. The budget request for the total national defense program is $463 billion in budget authority and $471.5 billion in outlays.
