Bottom-Up Review is one of the stranger episodes in the annals of Pentagon force planning that has failed to produce a credible defense program. Les Aspin, the new Secretary of Defense, has announced a whopping cut to the defense budget without calculating the impact of the reduction that would have on the on force capability.
