The next time around
Article Abstract:
The Department of Transportation's Maritime Administration is counting on the Maritime Security Program (MSP) to meet what could be the future trend of short- or no-notice contingencies. The program, which helps ensure the readiness of a full range of logistics capabilities in time of future national emergency, is supported by the legal and contractual mechanism called Voluntary Intermodal Sealife Agreement (VISA). VISA is described as the Department of Defense's main sealift readiness program, assuring access to MSP facilities during national emergencies.
