The implication of proposed railway extension from Tibet to the Nepalese border and China's continued strategic encirclement of India on security is examined. The extension of the Qinghai-Tibet railway might offer Katmandu an opportunity to reduce its economic reliance on India and the shift in foreign policy has reflected the ongoing rivalry between Beijing and New Delhi, despite improved relations.
