Admiral Frank 'Skip' Bowman, Director of the US Naval Nuclear Propulsion Program, believes the Navy's submarine assets are vital and not numerous enough. He would like to see some ballistic missile submarines converted to launch other munitions and to see new submarine classes developed. He is in favor of acquisition reform and says the Navy will have to be innovative to get the maximum utility from the submarines it has.
