US regional commands diversity across the 'arc of instability'
Article Abstract:
The patterns and implications of plans to diversify the US military basing in the US European Command (EUCOM) and Central Command (CENTCOM) are discussed. The EUCOM is developing logistical infrastructure to support direct interventions in the Caucasus and stabilization operations undertaken by local and multinational peacekeepers in Africa and the CENTCOM is spreading itself widely to support frontline states in the international war on terrorism.

The evolution of US thinking on air strategy that became a contentious issue after the start of the air campaign planning in August 1990 is examined. Indications from US air campaign planning community suggest it is divided along the lines of those who champion a more independent role for airpower and those who believe that airpower should support the ground forces scheme of maneuver.
