Canada's federal and provincial governments are looking for ways to cut health-care costs. Ten ways are presented including altering the way physicians receive fees, improving hospital efficiency, increasing the number of nurse practicers and increase services to home-bound elderly.

The amount of federal and provincial taxes paid by Canadians rose from 19.3% in 1989 to 19.8% in 1990 while the quality of services was reduced. Citizens do not believe politicians can effectively reform the social and economic structures to relieve the tax burden.

Financial problems have resulted in Canada's colleges and universities having to make budget cuts. Due to the cuts, graduates often lack scientific and literary skills. Operational revenue per student has dropped 13% in real money since 1977.
