The complaints sent to the Dept of Transportation have not decreased despite a promise from the airlines in Dec 1999 to improve their services. Threaten with a consumer-protection legislation by Congress, 14 carriers voluntarily adopted a set of basic customer-service standards, called Customers First, that boasts '12 commitments' to travelers.
