Conservative party leader Jean Charest plans to release a position paper sometime in early 1997, in an effort to capitalize on Prime Minister Jean Chretien's year-end snafu over the goods and service tax (GST). Chretien's lack of composure over the GST issue may make him vulnerable to Charest.
