Gore to offer plan for airline passenger rights

US Vice Pres Al Gore is set to announce an airline passenger bill of rights that uses public pressure rather than penalties to pressure airlines into improving their service. The Airline Passenger Treatment Initiative is designed to head off an increasing number of airline-reform legislation that has been introduced in US Congress in response to an increasing number of complaints over deteriorating airline service.
