The Senate approved a temporary spending bill on Jan 2, 1996, that will allow the 760,000 furloughed government workers to return to work. However, funding for many of the agencies has not been approved, and a new crisis could happen on Jan 26, 1996, if a final 1995-96 budget is not approved.

Sorry, we're closed: a budget battle shuts down the U.S. government
Article Abstract:
The failure of Pres Clinton and the Republican-controlled Congress to agree on a federal budget for FY 1996 forced the official closure of the US government on Nov 14, 1995. Some 40% of the US's 2 million federal employees are temporarily unemployed as a result of the closure.
