Schwarzenegger Wins Approval To Put Fiscal Proposal on Ballot
Article Abstract:
California demonstrated unheard of political unity when the Assembly and Senate approved a compromise budget proposal from Gov. Arnold Schwarzenegger and agreed to let voters approve new fiscal policies in a March 2004 ballot measure. Former recall candidate State Sen. Tom McClintock opposed the measure because he felt that stricter spending limits were needed. The new proposal calls for a $15 billion bond to help eradicate the debt, a constitutional spending limit, and an annual contingency fund for use in bad economic periods. The state will continue to face major shortfalls and cuts in future spending.

Making a Stand As Blaze Closes On Los Angeles
Article Abstract:
Firefighters are confronting a new threat from the So uthern California fires that continue an uncontrolled burn east of Los Angeles. They are planning a new three-mile fire line north of the Ronald Reagan Freeway that runs along San Fernando Valley as a way of preventing the eastern fires from reaching LA and Malibu. They are trying to take advantage of shifts in the winds that have fed the uncontrolled burn in order to create a clearing of hillsides so the fires will have nothing to burn if they move west.
