CRTC rules 'incumbent' phone firms must speed rival access

Toronto, Ont.-based Bell Canada and other telephone companies have been ordered to open their phone lines to competitors. The Canadian Radio-television and Telecommunications Commission made the ruling which favors competitive local exchange carriers.
